日本大学校园对外开放的做法及启示

摘要

大学校园作为学术研究与高等教育的核心场所,其开放程度不仅关乎大学的社会功能定位,也涉及社会公平、校园管理、资源分配等多方面问题。近年来,随着防疫政策的放开和社会公众对大学校园参观需求的增加,大学校园是否应该开放、如何开放成为了一个备受关注的话题。本文通过网络调研和实地走访中国及日本的部分高校,了解各高校在校外人员进校及权益方面的校规,基于调查进行对比分析,旨在总结当前中国及日本大学校园的开放现状,基于国情为中国高校开放提出建议。研究发现相较国内的高校日本的高校在进校管理上更加宽松,在图书馆开放及校园安全保障上具有可借鉴之处。

Abstract

As the core place for academic research and higher education, the degree of openness of the university campus is not only related to the social function positioning of the university, but also to social equity, campus management, resource allocation and other issues. In recent years, with the liberalization of epidemic prevention policies and the increasing demand of the public for visiting university campuses, whether and how university campuses should be opened has become a topic of great concern. This article uses online research and field visits to some universities in China and Japan to understand the school rules and rights and interests of out-of-campus personnel in each university. Based on the survey, it conducts a comparative analysis. It aims to summarize the current situation of the opening of university campuses in China and Japan, and put forward suggestions for the opening of Chinese universities based on national conditions. The study found that compared with domestic universities, Japanese universities are more relaxed in school management, and have something to learn from in terms of library opening and campus safety.
